If direct substitution gives

00,\frac00,

then the numerator and denominator both approach zero. The quotient might approach zero, a finite nonzero number, infinity, or no limit at all. The form itself does not decide.

Compare:

limx0xx=1,\lim_{x\to0}\frac{x}{x}=1,limx0x2x=0,\lim_{x\to0}\frac{x^2}{x}=0,limx0xx2\lim_{x\to0}\frac{x}{x^2}

is unbounded, and

limx0xx\lim_{x\to0}\frac{|x|}{x}

does not exist. Every expression gives 0/00/0 under direct substitution, but the limits behave differently.
